For purpose of effectively easing the impact of global financial crisis on China's economy, and actively promote domestic demand, and consumer demand in particular, General Office of the State Council issued "Opinions on Invigorating Circulation and Promoting Consumption" on December 30 last year. And on March 2, MOFCOM called a video and audio conference on further implementing the spirit of the Opinions.

Chen Deming, Minister of Commerce, stressed in his speech that among the three major demands that can promote economic growth, consumer demand is the most steady and lasting, and in a situation of an increasingly impact of the global financial crisis, growth of consumption by urban and rural residents remain a stable and relatively fast, that it is necessary to take full advantages of various favorable conditions and make great efforts to invigorate circulation, reduce cost, improve circulation environment and raise its efficiency, and actively promote consumption, so as to make greater contributions to the national economic growth.

Chen Deming also pointed out that it is necessary to facilitate the upgrading of urban consumption structure, and spare no efforts to promote the "Two Facilitation Project" of "Convenient Consumption for Communities” and “Convenient Services for Households", and effectively enhance community services of household, breakfast and recycling of renewable resources. To regulate such new sales modes as online shopping, telephone shopping, promote healthy development of bank card consumption and cultivate such consumption hot spots as in IT products, household management service, leisure travel, culture and education, green food and automobiles.

Chen Deming said that it is necessary to spare no efforts to promote the development of circulation enterprises and encourage them to make cross-region M&A and restructuring to grow bigger and stronger. He pointed out that no region should discriminate against circulation enterprises from other regions other than its own, and should practice shutting-out,and shall effective measures to support the development of small and medium-sized enterprises and solve their financing difficulty, reduce their burden, while cultivating large-sized circulation enterprises.

Deputy Minister of Commerce Jiang Zengwei presided over the conference, and Assistant Minister Fang Aiqing was present.
